RESERVATION FOR ECONOMIC WEAKER SECTIONS (EWS)
2321. SHRI A.K.P. CHINRAJ: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) the data or study on which the Government has given ten percent reservation for economically weaker section;
(b) the basis on which the Government came to the conclusion for the income limit eight lakh for EWS Category; and
(c) whether the Government considering to include ten percent reservation for economically weaker section in 9th Schedule, if so, the details thereof?

(a): Ten (10) percent reservation to the Economically Weaker Section (EWS) has been given on the basis of the Report dated 22.07.2010 of the Commission for Economically Backward Classes constituted by the Government under the Chairmanship of Major Gen. (Retd.) S.R. Sinho.
(b): The annual income limit of Rupees Eight Lakh per annum for EWS category was decided after detailed deliberations by the Government.

DR. SUJAY RADHAKRISHNA VIKHE PATIL: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether the ten per cent reservation for Economically Weaker Sections (EWS) from General Category has been implemented, if so, the number of persons who have availed the benefit of the same in appointment to Government service till date;
(b) the States where the said reservation is still to be implemented;
(c) the steps taken to increase the number of seats in various Government institutions/Universities, thereafter, the details thereof, State/UT-wise;
(d) whether many of these newly added seats have gone vacant, if so, the details thereof; and
(e) the funds/additional funds provided to the Ministries for the implementation of EWS reservation?

(a): Yes Sir. Department of Personnel & Training who is handling the work of recruitment in Government service have informed that they are not having the information regarding the number of persons who have availed the benefits of EWS reservation in appointment to Government service till date.
(b): By virtue of Entry 41 of State List in the Seventh Schedule of the Constitution of India, the respective States are required to implement the provisions relating to State Public Services. As per available information the following States have implemented ten per cent reservation to EWS:- (1) Uttrakhand (2) Gujarat (3) Karnataka (4) Jharkhand (5) Maharashtra (6) Mizoram (7) Delhi (8) J&K (9) Goa (10)Assam (11) Telengana and (12)AndhraPradesh.
(c) to (e): A total of 2,14,766 additional seats were approved to be created to in the central educational institutions; and an expenditure of Rs. 4,315.15 Cr was approved to be incurred to improve the infrastructure in the higher educational institutions as per the details given below:
