Availing of CGHS benefits

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:-
(a) whether a Government official is eligible for availing the health benefits under CGHS from the day he/ she joins the Government service and if so, the details thereof;
(b) whether the Government servants are eligible for healthcare benefits without being a CGHS beneficiary during the intervening period wherein he/she has not applied for a CGHS card and if so, the details thereof;
(c) if not, the details of the rules which prevent them from availing healthcare benefits; and
(d) whether at the time of entering into a government service, CGHS automatically enroll the employee under the Scheme and if so, the details thereof?
ANSWER

(a) to (d): Central Government Health Scheme (CGHS) is a contributory and compulsory health scheme for central government employees residing in CGHS covered areas. The Department concerned where the government servant is working has to deduct CGHS subscription from the salary of government servant and facilitate that the government servant applies for a CGHS card. As per extant scheme guidelines, health care benefits to central government employees are not denied in the absence of CGHS card, provided he / she is making contribution / subscription at the prescribed rate.
Government servants residing in non-CGHS covered areas are entitled to avail health care benefits under Central Services (Medical Attendance) Rules, 1944.
