Background note on Indian Post Office Rules, 2020
This is regarding issuance of Indian Post Office Rules, 2020 (IPO Rules, 2020) which will be in supersession of IPO Rules, 1933. The Indian Post Office Rules, 2020 will be a new set of Rules which will govern the functioning of the post offices henceforth.
2. The Indian Post Office Rules were initially framed during 1926. In exercise of the powers conferred by the section 21 of the Indian Post Office Act, 1898 and in supersession of Indian Post Office Rules, 1926, a new set of rules was issued in the Year 1933 as “Indian Post Office Rules, 1933” under notification no. 290 IMR/32, dated, New Delhi, the 30th March, 1933, Indian Post Office Rules.1933.

The Indian Post Office Rules, 1933 derives its sanctity from the IPO Act, 1898 and is the subordinate legislation by which processes with Products & Services are detailed and clarity is brought on the various Postal services being administered in India. The said IPO Rules has 8 chapters having 225 rules.
4. The rationale for issuance of new version of IPO Rules is as under:
(a) All the rules as amended upto 1st January 1975 have been published in the Post and Telegraphs Manual Volume 1, Legislative Enactments, Part 1, Fifth edition and incorporated in the Indian Post Office Rules, 1933. Thereafter, whenever a Rule was amended by issuing a gazette notification, the list of the gazette notifications was noted along with the GSR no. and date of issue of the gazette notification. As such, a list containing the details of over 200 gazette notifications was required to be sent each time for IPO Rules, 1933, due to which inadvertent errors crept in, which keep on getting repeated again and again.
(b) It has also been observed by Ministry of Law & Justice vide Dy. No. 708/2008- SRO in the year 2008 that, as the principal rules have been amended many times after year 1975, they have lost the uniformity and clarity. Hence, it is high time to supersede the existing rules with new rules(while doing so the obsolete provisions also may be omitted).
(c) The working of the Post Office has changed drastically since 1933, so there is a need for a new set of rules which is in sync with the today’s environment.
5. The exercise to bring out a new updated edition of IPO Rules was initiated during 2018. The following actions have been undertaken since then:
(a) An exercise for cross checking of gazette notifications with the list of GSR issued as annexure to GSR was carried out& it was found that 62 Gazette Notifications had errors and physical copies of 69 Gazette Notifications were not available. All the Circles and Postal Training Centres were requested to trace out the missing gazette notifications but the same could not be found. Further, efforts were made to trace the copies of missing gazette notifications and the same were collected from Departmental Library, Central Secretariat Library, Department of Publication and e-Portal.
(b) The next process was to ensure the integrity of the Rule as well as Gazette notification. This was carried out in two ways viz listing of rules affected by a particular gazette notification and listing of all the gazette notifications affecting a particular rule.
(c) The matrix of gazette notification affecting the number of Rules as well as the particular Rule wise list affected by the total Gazette Notification were prepared. The list/ matrix was then crossed checked to ensure whether all the notifications issued till date had been incorporated. Many mistakes in GSR no. and date of publication were found during this exercise.
6. The present draft of proposed IPO Rules,2020 result of the exercise initiated in year 2018, is prepared by incorporating the inputs received from various divisions approved by Secretary(Posts)/Director General Postal Services/concerned Members, directions of Postal Services Board. The draft of proposed IPO Rules, 2020 consist of resolution, preface, foreword, contents, index, 10 Parts, 215 Rules etc. and are concerned with the tariff of the postal articles, conditions of transmission by post of postal articles, definitions of various products/services, conditions of prohibition, redirection, insurance, value payable post, COD, money order, Indian postal orders, e-IPO, Postal Ballot, Philately, general rules covering various services, introduction of new services, etc.
7. 10th & 11th Board Meetings have been held on 27th August, 2019 and 10th October, 2019 respectively on issuance of Indian Post Office Rules 2020.
